Law enforcement and town officials responded to past year's violence by deploying several hundred police officers, including one of the largest deployments of Maryland State Police, to try and maintain control, with mixed success. Without providing much detail, Ocean City Police Chief Ross Buzzuro said his department plans to keep what worked last year, tweak what didn't and add new tactics into this year's enforcement approach.

Ocean City is looking to expand the footprint of the special event zone, which allows for higher fines for speeding and exhibition or aggressive driving, into Worcester County, though the exact layout is still being debated, Buzzuro said. Town officials also plan to extend the special event zone through Monday, adding an additional day of heightened enforcement, Buzzuro said. Ocean City is ratcheting up its plans because intelligence so far indicates crowds at this year's event could be larger than in previous years, Buzzuro said.

An area of focus going into this September's event is ensure more businesses, especially those located along Baltimore Avenue, have private security on their properties. Many businesses have said it's too expensive to have private security, said Ocean City Mayor Rick Meehan, but it's becoming a necessity for large properties because OCPD can't respond to every emergency. Town officials are working with the Ocean City Hotel-Motel Restaurant Association to create a list of properties that plan to use private security during H2Oi, Meehan said.

Private security might be more effective at preventing issues because car enthusiasts seem to respect them more than police, said Susan Jones, executive director of the Ocean City Hotel-Motel Restaurant Association. While the town can't force businesses to use private security officers, Meehan hopes many do, he said. This year, MDOT plans to step up its enforcement in part due to one notable incident from last year in which a driver did burnouts and donuts on the Chesapeake Bay Bridge.

State officials plan to split the safety event up this year and create a fall event around the time of H2Oi. Local police will watch for speeding, aggressive driving and any vehicles that don't meet state safety standards during the safety week, Slater said.

Other events are for those with special LED lights and other customizations. The creators of these events have not requested any official approval for their time in Ocean City, but the town is taking steps in light of past happenings. The town is also informing those who call with inquiries about H20i. They are advising hotels, restaurants, and businesses to do the same.
